Scanners and phone cameras often save a page in the orientation it was physically fed or held, not the orientation it should be read in — the PDF viewer then displays it sideways or upside down.
Rotating in the PDF itself (rather than just how your viewer displays it) fixes this permanently for anyone who opens the file.
A very common case is a multi-page scan where most pages read correctly but one or two — often a landscape table or diagram inserted into an otherwise portrait document — come out sideways. Rather than rotating the whole document, use the per-page rotate buttons so the correctly-oriented pages are left untouched and only the sideways ones are fixed.
If a whole batch scanned upside down (a common result of feeding paper into a scanner the wrong way round), "rotate all" by 180 degrees fixes every page in one action instead of clicking through each thumbnail individually.
