Most compressors make you drag a quality slider and check the result yourself, again and again. This tool automates that: it binary-searches the JPEG/WebP quality setting, testing a handful of values until it finds the highest quality that still fits under your target size.
If even the lowest quality is still too big — common with very small targets like 20 KB on a large photo — it also reduces the image dimensions in small steps and searches again, until it fits or it has tried as much as it reasonably can.
Some forms (competitive exam applications are a classic example) reject a file for being too small as well as too large — for instance, "between 20 KB and 50 KB". Set a minimum and the tool will nudge the quality back up if its first result lands below it, without ever going over your maximum.
